### Summary
Vacancy exists for a Registered Nurse, Chief, Quality Management Service. Hours of duty are Monday through Friday, 8:00 am - 4:30 pm, or as required to assure continuum of quality management activities. Assignment at the Nurse IV level is based on personal qualifications and responsibilities, scope and complexity of the assignment. Applicants must meet the qualification requirements designated for the Nurse IV level in the VA Qualification Standards for Nurses.
This position is under the direct supervision of the Medical Center Director.
**Work Schedule:** Monday through Friday, 8:00 am to 4:30 pm

### Responsibilities
The Chief, Quality Management Service is accountable for the administration and evaluation of an integrated quality management program. He/she is responsible for the development, direction, coordination, evaluation, maintenance and follow-up of performance improvement activities, accreditation activities, utilization management and patient advocate programs for the medical center. He/she directs the integration of accreditation readiness and performance improvement related activities in the mutual development and achievement of organizational goals; performs a full range of administrative duties, participates in executive level decision-making, and assures the implementation and maintenance of standards for professional practice; serves as a resource for all VA staff and the community in the area of quality improvement; serves as a mentor; forecasts knowledge needs as required by changing health care needs; collaborates with other executives for strategic planning, decision-making, and problem solving; develops resource utilization strategies related to education to improve organizational performance; and is responsible for coordinating all inspections scheduled in the medical center.

### Qualifications
**Basic Requirements**:
* United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
* Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. **OR** The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) **OR**In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
* Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
**Preferred Experience:**
* Six (6) years of current nursing experience in leadership and management preferred.
* Three (3) years of supervisory or leadership experience preferred.
* Advance Cardiac Life Support (ACLS) preferred.
* Current National certification such as ANA certification in Nursing Administration, or RN-BC, preferred.
* MSN or DNP preferred
* Previous experience in which substantial and continuing clinical and administrative responsibility has been demonstrated in quality improvement and accreditation programs.
**Grade Determinations**: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
* Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience.
* Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience.

**Physical Requirements:** Light to moderate lifting (1-44 lbs); Light carrying (up to 15 lbs); Straight Pulling (up to .5 hours); Reaching above shoulder; Use of fingers; Both hands required; Walking (up to 1 hours); Standing (up to 2 hours); Ability for rapid mental and muscular coordination simultaneously; Near vision correctable at 13" to 16"; Far vision correctable in one eye to 20/20 and to 20/40 in the other; Ability to distinguish basic colors; Ability to distinguish shades of color; Hearing (aid permitted)

Annual leave shall accrue for full-time Nurses, and Nurse Anesthetists at the rate of 8 hours for each full biweekly pay period.
